Im not sure who comes up with these number or how high they go, but no matter what I do, I just cant hit an 8.

In windows 7 the maximum number you can have is 7.9

In Vista the highest you can get is 5.9

A buddy of mine has OCZ's revo drive and hes got an 8. Of course it reads well over 700+ mb/s
