The windows only have a small crack in them, not really meant to be shot through. You can see their gun sticking through the wall on the outside, but you cant really shoot them from the outside unless you have penetration on as a perk. This really is an exploit in a glitch of the map.

So what is everyone elses thoughts about that one in particular?
